Diagnosis first. James replies with clarifying questions, a recommended next step, or a direct no-fit. A review is not a promise of results, preset package, or authorization to begin paid work.
If there is a fit
The recommendation comes before the scope.
Lerrow considers the request through the same method used throughout the site: find the constraint, fix only what the evidence supports, and prove what changed well enough to make the next decision.
A written scope states the business problem, deliverables, timing, responsibilities, required access, fees, third-party costs, measurable outcome, and the condition for keeping, changing, expanding, or stopping the work.

A review does not authorize implementation.
Ad spend, software, account access, website changes, appointment setting, outreach, automation, content, or other execution begins only when it appears in an accepted written scope.
